Neighborhood Stabilization Program 3 – Butte, Montana
Working with Butte Silver Bow combined city-county government, the National Affordable Housing Network is developing $2.6 million in Neighborhood Stabilization Program (NSP) 3 funds to assist Uptown Butte neighborhoods impacted by foreclosures, blight and vacancy. NSP3 is a program of the federal Department of Housing and Urban Development (HUD) and is administered in the state by the Montana Department of Commerce (MDOC). Eligible uses of the funds include acquisition, rehabilitation, or redevelopment of foreclosed, vacant, or abandoned properties; this can include in-fill construction of housing units on eligible properties in target neighborhoods.
NSP3 was created not only to rehabilitate neglected areas but to create affordable housing for individuals, with at least five homes set aside for households whose income is at or below 50 percent of area median income. Habitat for Humanity of Southwest Montana is partnering on several of the homes as part of its mission to eliminate poverty housing. All NSP3 homes are for sale to households with incomes at or below 120 percent of median income (see chart below). NSP homes combine energy efficiency and durability with home designs that reflect the historic character of the neighborhood with new design features.
